Modern Red Cross Issues: designs and revenues

A request for guidance from me, this time.

I have been rewriting my collection of modern French Red Cross Issues and I am struggling with three more memory lapses. I know I have read it somewhere, but...

1) Do the designs on the modern Red Cross Issues have to be approved by just the French Postal Authorities, or also by the French Red Cross? 

2) Is there an annual report on the total sums raised for the Red Cross by the charity issues? 

3) Is there a decline in revenues for the French Red Cross in line with the decline of letter post in France?

If anyone could point me in the right direction to answer these queries I would be grateful.

I'm afraid I cannot answer all your questions but I have found the attached article on the on the La Poste website. I have cut and pasted the original in French and translated it underneath.
I do know someone else who is a Red Cross expert but he is not in the best of health. I will see if he can help but I cannot promise it.

I so apologise I did receive this and thought I had replied; either finger trouble by me or the ether swallowed it. 

This is very helpful as I was puzzled as to why there were now two Red Cross Issues in a year. I was also very grateful for your translation: my French is improving but I would have struggled with parts of the La Poste article. 

I have now received your second mail with additional comments from your friend. I had just found his excellent series of articles on the Red Cross Issues (in the F&CPS Journal) and his very kind response to you on my query clarifies  the responsibility for stamp design (La Poste) and The carnets (Red Cross). 

So, I feel I am making progress. Thank you very much for your support and let us see if I can register this response successfully!
