HOW TO REGISTER FOR THE FORUM

Please contact the France & Colonies Philatelic Society webmaster (see contact information at the bottom of the page). We have had reports that some members using Microsoft Edge and older versions of Safari have had difficulties in logging in. We have found by changing browers to Chrome or Firefox has rectified the problem.

Can anyone tell me the reason why the endorsement " clos par necessite " is used? I usually come across it in the context of official mail sent without payment.

Organisations, mostly public ones such as schools, town halls and government departments were accorded Franchise Postale provided that their mail was sent unsealed so that it could be checked by the postal authorities in case of abuse of the perk by the sender. However, with such mail often containing confidential information the envelope had to be sealed. Such an item would duly be endorsed 'Clos par necessité' or similar and be countersigned on the cover by a signature and/or a cachet.

I believe this form of Franchise Postale was withdrawn in January 1996.
